My windshield wipers only go half (or maybe 2/3rds) of the distance they are supposed to go. Ice caused it.?
I have a plymouth voyager mini van. The wipers only go up about half the distance they should go. I pulled the blades up to investigate and when I went to put them back down, one of the blades wants to rest (tightly) on the hood of my car, instead of on the windshield. It seems like the alignment is all messed up, if that makes any sense. Also, one of the wiper arms has a metal piece that looks like it is sticking up more than the other. like maybe it is torqued a bit?
Any ideas of what I should do to try and fix this? Should I try to tighten the bolt thingy?

There is a bolt that mounts the wiper down. It may have come loose or be missing & it makes the arm slip
